This is a common problem with a Halti, you needed to spend more time desensitising her to it and building positive associations before using it.
I made exactly the same mistake with Oscar and we had to abandon the Halti because it made him so miserable he would shake and cower when I got it out - I had introduced it with treats but obviously hadn't cemented the association well enough.
Go back to basics with it and don't use it until you've spent more time building positive associations.
I got a 'no pull' harness for Oscar and he has no problem having that on and I find it works better than the harness anyway, Oscar was miserable with the Halti on and managed to pull with it on anyway!

alot of dogs hate a halti. Dogs just dont like things round their mouths full stop. as simba says a harness is much more comfortable for the dog and a comfortable dog is a happier dog. Unless their is a real need for the halti (i.e to big to control, nipping and biting) i would faze it out all together personally. i have a breed of dog that its desire is to pull and built into it's genes lol and have never had the need for a halti and never will. it all about the training learning the dog the differnce between a lead and collar and a harness is key here and should be done from young age.
